Mostly, yes. Both terms describe bonding a new layer to existing concrete instead of pulling it out, and contractors use them loosely. Where people do separate them, resurfacing usually means bringing a surface back to a clean, even version of how it looked, while an overlay suggests a thicker coat that can alter levels, change the style or take a stamped pattern. The label matters far less than two practical things: the health of the slab underneath and how well it is prepared. Those decide whether the job lasts, and we judge both on site before recommending a product.

They do when they are not treated first, and that is the main reason resurfacing jobs disappoint. A crack that is still moving will show through new material, often within a year. Around Cairns, clay soils that expand in the wet and contract in the dry are a common driver. The remedy starts with sorting active cracks from dormant ones, repair them with a suitable method, and where needed lay a flexible membrane over them, or cut a joint so movement happens in one controlled place. If a slab is riddled with live cracking, resurfacing is not the answer, and we will say so.

Often, yes. On a sound, properly prepared slab, a good resurfacing system can last many years, but it would be misleading to call it identical to a well built new pour. Its life depends on the concrete underneath, so if that eventually moves or breaks down, the top layer goes with it. Being thinner, it also handles heavy impacts less well. With a solid base, though, you get most of the benefits of replacement for considerably less money and mess, and no demolition or rubble removal. Where a block is steep or access is tight, the savings can be significant.
